Woodrow W. Winchester, III

Woodrow W. Winchester, III, PhD, CPEM, F. ASEM, serves as Executive Director of Texas Engineering Executive Education (TxEEE), where he leads a complex, growth-oriented portfolio of graduate, non-credit, and custom programs for senior engineers, technical leaders, and applied STEM professionals across multiple industries.

In this role, Winchester acts as TxEEE’s Chief Academic Officer (CAO) in providing senior-level leadership in new program development, faculty collaboration, academic quality assurance, and market-responsive innovation. He uses data and evidence to guide decisions related to portfolio growth, learner demand, employer engagement, and financial sustainability.

Strategic Focus and Impact

Winchester’s work centers on positioning CEE as a strategic asset for both the university and its external partners. He has built and led interdisciplinary faculty teams, launched market-responsive programs, and cultivated durable partnerships with industry, alumni, and senior university leadership.

These efforts have supported sustained portfolio growth, strengthened employer and stakeholder trust, and expanded the role of CEE in addressing complex organizational and societal challenges.

Credentials and Professional Service

Winchester is a Certified Professional Engineering Management Professional (CPEM) and a Fellow of the American Society for Engineering Management (ASEM). He currently serves as Director of the American Society for Engineering Education (ASEE) Continuing, Professional, and Online Education Division (CPOED).

He earned his B.S. and M.S. in Industrial Engineering and his Ph.D. in Industrial and Systems Engineering from North Carolina A&T State University. He also holds a professional certificate in Foresight from the College of Technology at the University of Houston and an Executive Leadership Certificate from the Institute for Leadership in Technology at Virginia Tech.
